It's literally a way to cull the poor completely out of the economy and deeper still society as a whole. In SF they had to ban the practice because it was a blatant last step in economic ethnic cleansing.
the actual reason for not wanting this is in the scenario of a liquidity crisis / run on the banks

Your spending is monitored which I don’t like as is, it’s always good to have at least a 20 on you in case of a hostile situation. Sometimes cards won’t work even with money on them and it might be urgent, banks are against poor people. I usually cards 80% of the time but it’s still good to have actual cash in hand
