Most of the time it's harmless or even positive, people have shared culture throughout history. Maybe the line could be drawn if someone is making money off a culture after/while being disrespectful to it, and if they aren't I don't see why it would be an issue.

There's folk that always love seeing their culture make rare appearances in popular media
Weirdo ass americans got heated over this funny mouse being the most stereotypical mexican in a cartoon while actual mexican foos were getting it tatted on their body
then decades later some SJW's were giving Nintendo s*** for making a whole level based on Mexican culture what's up with these people trying to get offended on behalf of people they don't represent.
There's also Pixar starting a Dia De Los Muertos movie with no hispanics on board, and they still delivered us a beauty of a Mexican movie
So what I'm getting at is that people like seeing a wholesome representation of what they're uniquely familiar with, on some "haha he's the same as me!" s***. I'm sure italians are fine with Mario Bros. because they know damn well people don't actually think all italians conversate through "Mama Mia! Spaghetti! Let's-A-Go" and rescue Princesses from beasts. Mario doesn't have to be Italian either, he actually had a Brooklyn accent in the cartoon before Mario 64 lol. Maybe if Nintendo made a whole franchise off an Italian chef with offensive features fighting the mafia, eating italian dishes, and doing that one hand sign for anything, then people would be like wtf. I know lots of black folk were unhappy with cartoons always representing African-American kids as either sidekicks or their personalities just being "hip" as f***.

The more I think about it, the less comfortable I am with the idea of “cultural appropriation” being the default response to people sharing and using aspects of other cultures. I feel like that’s a bad road to go down. As long as it’s respectful like you said, I think it should be broadly accepted (and I think that it is accepted now, but there’s a vocal minority who cry cultural appropriation at everything).
Feel like there's a line between culture appreciation and culture appropriation. But nowadays that line is getting extremely blurred, making it harder to judge. Especially with social media and the way they handle things.

The girl in that video said she went to the place thinking it was black owned, but found out that it wasnt and that the Asian owned businesses was appropriating black culture, but isn't this line of thinking also hypocritical cause she was essentially looking for a black owned businesses that would of been profiting off of asian culture. I think it has a lot to do with the respect one shows the culture and the context behind it. Like beyonce with black is king is walking a thin line because although she showing respect she did it in a way that is out context and merge mutiple african cultures that have no business being merged for aesthetics. Therefore not being very respectful to the cultures. But then you also have Mario which isnt really a respectful depiction of italian culture but I haven't seen much Italians say its appropriation. The whole thing is very nuanced tbh
