I just want to back up and say that these numbers are spotty because a lot of these incidents don't get reported. So what the team did find out is that white people accounted for 90% of anti-Asian incidents in 2020, but only 5% of perpetrators were Black.

The verbiage here to me reads as them saying that despite the numbers being spotty this is what they found.
