Chris Brown absolutely would take heat for beating another person that wasn’t Rihanna. His point was her position in society elevated the level of criticism he took, but it’s not like people wouldn’t just turn a blind eye. Especially when he has a track record of being a douche and tryna escalate situations to violent circumstances.

You have your timeline mixed up because Rihanna was his first negative incident. He was the golden boy at the time. Then Chris carried on the bad boy image after that.

He still recovered career wise even with Rihanna, if it was someone nobody knew odds are nobody would’ve cared as much at the time. You also have to consider when it happened, this was before cancel culture and social media.
