It's harder to prosecute these people due to statute of limitations or lack of evidence/witnesses that want to come forward and press charges or pursue a civil case. In Dababy's case he is a huge artist and has a lot of pop collabs as well as upcoming major festival appearances so those fan bases take notice of his actions despite maybe not being his usual listeners. A pop fan or someone from outside hip hop circles likely won't want to hold Freddie Gibbs, Westside Gunn, Lucki, Kota, etc accountable for their actions because they just don't know who they are.
