It is advertising but you can't seriously think those CLB billboards did much. They didn't state it's a Drake album, didn't state the release date.. it just stated vague announcements about the features on it.
The only people it was advertising to was hardcore rap fans, but they were all aware about the album dropping regardless.
how many extra sales do you think CLB got from those billboards? I doubt it even improved sales by 1%. People overrate the effect of billboards, look at the Piers Morgan debacle a few weeks ago in the UK

did you not consider the fact that both Kendrick & Weeknds recent albums had none traditionally or even no rollout at all compared to their previous album?

People keep talking about the Billboard changes from last year. But the most impactful billboard changes are from January this year.
The changes this year means people will no longer be counted for multiple purchases. If someone makes 4 Digital purchases of an album it will still be counted as one purchase. AKA BTS and Drake stans can no longer manipulate numbers.
For example if we look at the Weeknds numbers.
Dawn FM did 148k this year when After hours did 440k in 2020.
Kendrick going from 600k in 2017 to 320k in 2022 is MEGA.
If we ratio it the same as the weeknd that would be around 1.2M in 2017.
No artist other than Drake, Adele, Taylor swift will be able to break 400k AT MOST & they would need HUGE promotion and have physicals on release too.
Just not happening.
Kendrick 320k is MEGA after the Jan 2022 change.
