It's not finished, but considering it's more listenable than V2, the bar is very, very low. The fact he's chopping up the samples again sounds nice and there's some effort here. This is the 2024 December version he leaked

College Dropout, Late Registration, Graduation, those all sound like fully realised ideas and concepts, sounds, themes, features well thought out, they are finished, complete, and insanely polished records. DONDA and TLOP are not the same

pneuCouple cool songs but it just doesn't have that ye feeling like his other albums.
Even Ye who people s*** on is actually really solid and still sounds like a Kanye album.

It's carried by the production for sure, but I guess it's the fact that it's not "finished" people will overlook the rough parts (vocals) compared to V2 which was an official release
