Kanye thinks he can do this "set a release date and figure out finishing the album next" thing when he really just can't anymore. It worked for Yeezus and (to a lesser degree) TLOP, but everything has just felt so half assed since then. Even Donda, which is solid, is so sprawling and not in a good way imo. It feels like a second disc of outtakes on the anniversary edition of a better album.
