You can use a VPN to connect to a different country to take advantage of regional pricing. Dunno the pricing for this, but I'd assume it's similar to Star Rail where it's about 20-25% off if you use a VPN and connect to Japan. You can do it either in game on PC or just go to the top up page on your phone w/ a VPN active.

I think it's technically a bannable offense, but I haven't had any issues in the past few months of doing it in the games I play + asked people who have done it for years and they've had no issues.
