It isn’t hypocritical at all... The DNC is an apparatus to choose a presidential candidate.
Bloomberg was a viable presidential candidate at the time and polling favorably, so they allowed him to participate.
Tulsi has never been a viable candidate whatsoever, so they aren’t going to change their rules just to give her a participation medal.
It really isn’t a mind-blowing concept. This is also a huge divergence from “they rigged the primary”.
