the issue isn't purely that the police are an armed force, it's that they're an armed force in place to defend the state and its interests ($$$), an armed force, i.e. militias with the goal of serving their community and not capital can and will need to exist if abolition was ever successful.

You have to write a proposal to the city. Depends entirely on which city and how their budget looks, what types of programs should be established. Bigger cities tend to have bigger budgets proportionately, just scale it back. As seen in recent days, the police have access to massive amounts of tear gas, weapons, riot gear, armed trucks. Ridiculous stuff that is not necessary. Stuff we’re only seeing now because police are a problem. They usually just sit and collect dust. Stuff like that should be held at 1 or 2 locations in the county seeing as they’re extremely situational. Costs can easily be cut back
The fact that there is even interest in getting rid of the police is a major step forward though.
It’s a very comply problem on par with many other global problems like poverty

but that could get messy real quick. there's criminals who go to different states committing crimes. there should still be a group to do what the police are SUPPOSED to do and still care for us ALL and know different cultures, but the current one is broken and has been for forever. IDK how every single community would get protection groups too. Do you mean community as in each neighborhood or subdivision? city? there's so much involved in this us common people might not be the right ones to figure it all out.
abolishing them is stupid. but they need to be rebuilt from the ground up, reform is not enough at this point
Very few people are for abolishing in the sense that we never have any form of law enforcement again, but rather just not policemen as we know them. Most people would agree with you

my sister was once being threatened by her ex bf, over text. calls the cops, they show up, say they can't do anything but to call them back if he shows up

There should still be some form of law enforcement but robbery’s should drop a lot if police funding was reallocated to community resources
Even if we did nothing in those cases the situation would not be worse than it is now, where rapists already are barely convicted.
Some of it has to do with people being afraid of going to the police cuz they are illegal, have a warrant, etc. it’s abhorrent that we have come to the point of being afraid of the people who are supposed to protect us.
