we don't know why but imo they don't want more regulators on them for being a monopoly
they have a perpetual ARM license for a set low amount

Well for one they can already license the instruction set so there wouldn’t be that much added value unless their plan was to take ARM away from everyone else… which… as Neon said the regulators would certainly not let happen
