Playing most instruments requires: Skill, rhythm, melody, breath control, and improvisation.
Rapping requires: Skill, rhythm, melody, breath control, and improvisation.
Literal definition of musician: "A person who composes, conducts, or performs music." There are three types of musicians: Composers (songwriters and lyricists), Conductors (directs instrument players, singers, and an audience), and Performers (Singers, players, etc.)
A rapper more often than not does one of if it not all three of those things. Therefore, rappers are musicians.
