Right he most certainly won't be, but I think it will be a bit of an easier blow to most people if this is the case.

He's going to look like Stark because he will be the most significant mind / protector of his world - they may not outright call him a Stark variant, but that's what he will be.

I personally think he won’t be a Tony variant, and he’ll just be straight up playing Doom.
His face will be disfigured without the mask(and it seemingly won’t be an origin story). So i think that he’ll just be in heavy makeup for the disfigured face, or will have a mask on at all times.
I think they won’t acknowledge him as looking like Tony. We may just get one flashback with a deaged RDJ. But with a different look.
I simply think that the MCU wanted to go with a safe and iconic enough actor to bring back to head the franchise again.
And i imagine RDJ wants to the challenge of playing an iconic villain.
