The govt isn't a household and doesn't need to balance costs with income like we do. It's only concern is if it creates too much currency to the point of inflation but this is only after the economy has reached aggregate demand and we reach true full employment (not the statistic which is only counting for the program) services and then for whatever reason start collectively spending quickly. This point is far from where we are and other governments that are actively trying to reach it to combat disinflation and deflation have not yet reached it i.e japan.

His college plan is paid through a tax on wall street speculation, it will be plenty. Healthcare taxes go up but proportionally you save more than you would paying out of pocket.
