yeah the government censors were cracking down in this era and didnt let up until the 80s. I think all the musicians had to have their songs reviewed by government censors. they also focused more on harassing some of the famous ones they perceived as more threatening, blocking songs that werent even political for dubious reasons. which made it even more impressive when they snuck obvious social/political commentary into those classic albums. i forget where I read this but I wanna say Milton partially developed his trademark wordless vocal technique due to songs that got blocked by censors
apparently Chico Buarque was such a favorite target that he gave up and did a covers album in 1975 because the government wouldn't approve a single song he wrote in 1974-1975. and in 1968 Caetano Veloso and Gilberto Gil famously got arrested and exiled from the country not to return for a few years
