yeah none of the following Santana vocalists were as good after Gregg Rolie left are as good. I think the album is still really good though just not on the level of the first 4 classic run
you get on the Carlos Santana + John McLaughlin collab album for 1973 though? and on that note the Mahavishnu Orchestra album from this year is a stone cold jazz fusion classic

No I get that it just seemed like you were putting Hoople on a pedestal with Bowie and above Roxy etc and I don't think they're that elite. The three highlights of this album (The third being that long ass song on side 2) definitely make it their strongest one yet though.
