It's nothing inherent about that that makes it this way imo, but some (bad) arguments in favor of it can be pretty dismissive of non-ADOS.

When ADOS get reparations and non-ADOS don't, non-ADOS may feel slighted, now of course they should get some reparations from their colonizers. But either way, in making the case for reparations and justifying that non-ADOS shouldn't get reparations, some advocates for reparations sometimes make the mistake of minimizing the struggles of non-ADOS in the process.
That's only one side ofc, the other side makes the same mistake, just in the opposite direction.
