According to your own link, Biden has 111,478 votes from CD 14 (99,103 + 12,375)

In CD14, 160,317 votes have been cast for president.

111,478/160,317 = 69.53

69.53 - 68.69 = 0.84.

The step is to fix public schools. In some countries public schools perform better than private schools.

Even if you reduced the price considerably for college those well off will still be able to pay whatever price whereas some schools will still be way too costly for many.
