I like Faces a lot and I respect his musical versatility, but other than that I've never really thought he was a top-tier rapper. I do recognize, though, that he made music that many people related to very deeply and had a strong, dedicated fanbase. I feel like his presence in hip-hop went far beyond his rapping. He seemed like someone who just gelled with everyone he was around and although I didn't listen to him much, it's clear that he left a big impression on the scene in general

i think we should consider "top-tier rapper" and "top-tier rap artist" as separate things. Like I agree Mac's not a top tier rapper. his pen is good, but it's nothing crazy. Looking at his music as a whole though, i think he's definitely top-tier. like even if his raps arent legendary, his songs might be.
