It must now be ensured that New York wont receive dozens of hospitalizations again. The situation has improved, but it's not yet relaxed there and it can tip over at any time, because almost all of New York is infected with that at this point. A reason why Cuomo is still nervous.
While California is improving, other countries are experiencing outbreaks. You can't really say that the US is improving, only that individual states are improving in my opinion.
