There’s no doubt it my mind that this game is likely to have one if, if not the best, combat system in any open world RPG, like, bar none. But, some people are going to be going into it complaining about why the shooting isn’t as good as DOOM’s, or Titanfall despite it not being a dedicated FPS.

Why not? The competition is literally Elder Scrolls, Fallout, The Outer Worlds (kind of) and The Witcher 3.
I’m not saying anything unreasonable here.

It’s like some people can’t play open world games and judge them within context.

They’ve always been about being more than the sum of their parts, and being able to deliver more dynamic and varied experiences compared to more linear games, especially among open world RPGs.

90% of open world games in general have basic to below average combat. With RPGs it's even lower.
Skyrim sucked it was just cool how much stuff you could do back then. Fallouts best feature is when the game pauses and you literally choose what body part to shoot.
Witcher combat was mid outside of death March, half the game was using the shield spell
Gta and Red dead literally have lock on aim because they know it blows
Outer worlds was pretty mid too
