If you look on the left there’s a threshold that unlocks a new tier when you put enough points into a given attribute (i.e. tier one for tech perks unlocks if you put 4/4 points into the tech attribute).
That’s why some level ups, even ones I think, give you 2 attribute points to spend (alongside 2 perk points) so you can bump up your attributes quicker to unlock a new tier.
Think it helps to improve character progression for the game (you also have to remember, the game will be an additional 20-30 hours because of Phantom Liberty).
That way you don’t become super OP early on and, at that juncture, make the entire attribute/perk trees essentially worthless.

Also this shouldn’t even count as a spoiler at this point, but the fact that you don’t actually get to experience that montage in the beginning is a huge MISS. It woulda made homies death hit way harder cus it would feel like you actually connected with him

i wanna like this game so much more than i do. i've put in almost 6 hours so far and while the story seems interesting, the gameplay is just so underwhelming and janky. i remember feeling like geralt didn't feel great to control in the witcher 3, but at least in that game it's 3rd person. the 1st person perspective in this just amplifies those problems. it feels like i'm constantly having to fight v for control of how i want to move. i haven't heard this criticism pretty much anywhere else so i'm gonna assume it's a me thing and just chalk this one up as one that's not for me

Are you on console or controller? If so it's not a you thing, the game does have a certain clunkiness that I was never able to fully fix after tinkering in the settings but eventually I got used to it. It's no COD or Apex though in terms of fluidity

pc, but i've tried it with both mkb and controller. i messed with the settings too and didn't really find much of a difference. i got plenty of games to play though so i'm not stressed about it

Yeah, the game still has some jank to it, but most people are able to overlook it because there’s literally no other game out there that has such widely divergent build possibilities within an action game framework, especially in an open world setting.

New skill tree is cool as f***, I don't remember it being this practical last time

I actually dislike that it’s more action than rpg
but my opinion on the new perks is that they’re a huge improvement and they remind me of fallout where they actually help define unique character builds in a way that’s fun
