For sure. Naruto was the worst at the this and I couldn’t finish cause of that. The manga would be smooth but the anime was a lot of still shots and staring.

I started watching Naruto anime before I got into the manga so I didn't notice the bad pacing as much. But after I got about 350 episodes into Shippuden I couldn't take it anymore with the War Arc and just finished the series by reading the last 70 chapters of the manga.
With Dragon Ball I started the manga first, wanted to watch the anime during Frieza saga but it was just too slow.
