Funny enough, if you go to Banff though, there's ZERO garbage on the streets. They have a very strict rule because garbage can attract bears. They have special, enclosed garbages everywhere.

Not every city has bins to throw s*** in or even the space to keep it on the sidewalk. There are dumpsters kept to alleys and side streets I mean... Same s*** in Philly, Boston, or BMore last I was there. Idk why you see it as such an outlier

Restaurants got through bags and bags of trash and they aren't supposed to bring it out until the next day but obviously owners get lazy and don't wanna hold on to it.
