But Jay Z has how many #1 albums? He's been in this s*** since 96'. The run alone suggest that that's not necessarily true what Fat Boy said. It could be an absolute fact in the next couple of years though.
Drake isn't bigger than Hov musically, yet IMO. He may be hotter and more relevant right now, but overall no not yet.

jay’s longevity in the game is unmatched the man has been a top 5 relevant rapper since the 90s

The main reason is that Hov has zero sense of melody in rap. People like Drake, Wayne, Kanye, 50, Em, Kendrick, Cole, etc. can juggle being lyrical and melodic. This isn't true for Hov.
Nigga tried his hand at it in Swagga Like Us and it was nails on the chalkboard level cringe.
Jay's still big though because of his business acumen and association with Kanye and Beyonce. And he'll always be known as a better rapper.
