Incredible game!

Does this have a 60 fps mode on PS4 Pro?

Played on the regular base PS4. Think for all it's just a solid 30fps

But pro get 4K.

15 would’ve been my first try at FF but never got around too it. Is this game good for a newcomer?

It is. But at the same times I think it expects the person to have somewhat knowledge of the original from beginning to end.

But it explains itself throughout

This over FF15 any day of the week, FF15 is just not a good game and its got too many issues to deserve a recommendation. This game is pretty straightforward and the only obstacle that a newcomer might have is familiarising themselves with the ATB system if they never played the original but its explained in the beginning and you will get used to it as you progress.

Mini games are often 'press x button at correct time' type of thing and a few others but I found them pretty engaging, plus you get rewards for getting highscores

I'm ready to finish the game now, I just had to beat the Leviathan optional boss first, turns out that using the Thunder + Elemental materia combo the best choice as well as using Manaward so I dont get one shot
