My recorded vocals just jump around after recording, either theyre pushed back or put in a totally diff spot...

Which interface and microphone you using?

Could require some tinkering around with audio preferences within FL studio

Pro Tools/Logic are definitely better for recording audio, but you should be able to record stuff without crazy latency so long as your settings are straight

12ms is too long bruh u need like 2-3 for rec

Just download logic

Just thinking there could be a mismatch of bit depth since youre using mac windowsbootcamp, weird tho that you said it was fine for a while and now suddenly issues. Sounds like something is wrong in audio preferences.

honestly i'm a Logic guy but it might be because you don't have much free storage on your computer. how much space is left on the hard drive?
