maybe so but I'd say C1 was a well received album when it came out, C2 even more so, and then when C3 dropped it was like okay wayne is a GOAT tier rapper who just completed a classic trilogy and many people praised him as the best rapper in the game for that period onward. he really took the #1 spot and was widely viewed that way. his mixtapes were also heavily praised.
which is not to say all his future projects like C4 were received with pure praise, but people thought of him as the best rapper alive and he got his respect. C4 was underrated maybe because wayne got insane amounts of praise/love in the 3-4 years that preceded it.
