RDR2. Gameplay is still great IMO but story and world is the main draw for almost everyone

RDR2 pretty much the perfect example but I'd also put those Detroit Become Human/Wolf Among Us/TWD type games in there. I know it's the point, they're story/choice based games. But I still feel like they could do more gameplay wise

I'd also say TW3 but only because the combat should've been a much bigger focus for the developers

Yes. S*** is one of the most cinematic games ever, good story, side stories, and combat on lethal is fun af where you actually feel yourself getting stronger as you unlock new things.
