Drake is widely popular in Africa, the Caribbean and Europe. And obviously cemented in North America.
I guess you could say his popularity pales in comparison in Latin America and Asia but that’s the case for most hip-hop artists.
The only slight you could really make is that Drake doesn’t tour as much outside of the U.S compared to some of the people mentioned in this thread but when he decides to their always sold out shows.
Fun fact: Drake shares the record for the most consecutive weeks at number one on the UK singles chart for ‘One Dance’ with 15 weeks.

In Drake’s case he had to work his way into gaining that global recognition, whereas Em and Rihanna were fortunate to experience that early in their careers.
Despite his vast amount of hits from 2009-2015, Drake was primarily viewed as a domestic artist.

His albums still perform well but the global reach of his singles as of recently have reduced.
It would be ludicrous to say Life is Good, Wait for u, Knife Talk, Jimmy cooks, Rich Flex are on the same level of a blinding lights, save your tears or die for you. But the songs did well enough for him to still remain relevant which is the most important thing.
The Weeknd comparison is definitely interesting because while I would agree his singles have performed better than Drakes. Drake trumps him in terms of overall impact on music, discography, and branding/business.
