First off, the civil settlement of 15 million dollars only happened after Jackson attempted every possible legal avenue to get the criminal trial to happen before the civil trial. Jackson openly fought for the criminal trial.

The Chandlers admitted in their book they never wanted criminal proceedings.

The description did not match to the point they asked Jackson’s mother if he had altered his p****.

If the description did match, they would have grounds for criminal proceedings instead of being refused by two grand juries.

Civil cases have a much lower burden of proof and hugely affect criminal proceedings

Jackson hired extortion lawyers which had to be dropped as part of the settlement

Once the criminal trial was dropped there was nothing Jackson could do. Chandlers continued to cooperate for some time after but because they had their money stopped, and even after many many attempts no one else came forward so it had to be dropped.

The whole thing was extortion and many many lies came from it.
