I don’t think our rehab capabilities are good enough to cure a rapist, murderer, or some mom that drowns her kids in the tub.

I also don’t think you can rehabilitate some executive who embezzled money or unlawfully exploited workers for profit. No amount of therapy will turn them around since they benefitted so materially
