I think Norman F***ing Rockwell was huge for her and her popularity, but I think she was pretty big before that too.
I would attribute her success to her amazing voice and the less conventional and more unique way she uses it. Like don’t get me wrong, it’s not groundbreaking or anything, but before Billie Elish there weren’t many girls that would sing low and softly for the majority of their songs.

While the first few albums were amazing (Honeymoon one of her best), I do believe she’s massively leveled up normal Rockwell and after. Since that album her music and songwriting is considerably sharper, production more nuanced too. Don’t get me wrong ultraviolence and born to die had some fantastic lyrics and production as well, but it was still a bit clear she was getting started back then, lots of songs rough around the edges, just wasn’t fully developed into the artist she is today

Edit: also, lots of work on her latest album perfectly encapsulates why she’s regarded more highly these days. There’s just no way she would have been able to write such strong tracks such as Kintsugi, or Fingertips back then
