Okay so first of all this is about the factors on specifically "high intelligence", not any other variations in intelligence. So it does not look at the factors that influence differences between low and average intelligence.

Second of all it does not investagate differences based on "race". Yes, it does provide evidence that "high intelligence is "familial, heritable, and caused by the same genetic and environmental factors responsible for the normal distribution of intelligence". But you are making the baseless assumption that these genetics are different between "races".

Lastly, heritability =\= genetic. H=.7 does not mean that 70% of somebody's trait is determined by genes. It would mean that 70% of the variability in the trait in a population is due to genetic differences among people. And that population lives in an environment, the heritablity can change when the population's environment changes.
