it has a lot to do with overvaluing older media too, but now its older foreign media like how people love old Russian post punk bands and other forgotten content that plays into our Western sensibilities
It's familiar sounding, but there is a language barrier lyrically. The people making that music at the time had to just focus on the soul of the music coming from the UK, coming from America and make their own interpretation out of it.

I mean the term city pop was invented way after that whole era. Those artists were thinking of doing pop music while making those songs. Ofc it still has a distinct sound to it but just like you said, a lot of people just like it for the aesthetics
