throwing money at it wont solve the problems. you can take all the students from the "best high school" and switch them with all the students from the "worst highschool" and nothing will change.

a lot of it is cultural. a lot of people just dont like school or dont want to do the work.

If you want to make the "culture" argument, what causes that culture to develop? Systemic oppression and poverty. Helping out these underlying issues and helping these communities prosper would help education immensely.
