In terms of the mainstream, undeniably so.
The alternative/indie rap scene is doing fine as usual though.
The mainstream is just beyond bland though. There's no modern equivalent to the Big 3, prime Wayne(sorry but Baby doesn't really cut it), prime Shady/Aftermath/G-Unit, prime Death Row/Bad Boy, and definitely no one close to Kanye, etc.
You just get some bangers and cool cuts throw in the pot mixed with a whole lot of mid songs with no real longevity.
But there's still time for the mainstream rap scene to improve.

There’s multiple scenes that are diverse from each other but they are all things that have been done for years minus these rage beats which are basically the only new sound to pop up this decade in rap
there are a lot of talented artists in this era they just not being forced fed 2 you because virality is whats desired rn
pandemic really shifted things on a macroscale cuz social media became more important to artists than ever in these past 2-3 years
