THIS specific group of people would be more likely to commit murder if prison no longer exists. Therefore severe crimes would also increase, not only petty crimes.

A person like me for example might say I won't commit murder cuz of prison but also I can say that because I also have no reason to commit murder.

I don't think our understanding of mental health has come to the point that rehabilitation centers would be able to effectively rehabilitate criminals. I think rehabilitation should be integrated into punishment as much as possible though.
