NWA, one of the most famous rap acts, are generally known for talking about the black experience in america / racism / policing etc in their raps ( F*** da police on of the biggest songs ever)
even before that, black artists across a multitude of genres sang/rapped about the black experience

Either way TPAB brought it to a whole new level. Beyonce went from a regular popstar to doing songs like Freedom and features with Oumou Sangare. I can't imagine Hov doing 4:44 with no TPAB. People don't really remember what it was like before that album. Like obviously they talked about it but now it's like an essential part of their output
