Cap in the films is supposed to be the ideal American. he makes fighting bad guys out of love for his country look cool, and he has a strong moral code that sometimes makes him go against the government’s wishes as a vigilante. he also has old-timey values & had trouble adjusting to the present world’s culture. all of these are conservative dogwhistles. it’s military propaganda in the same way that even a comedy like Brooklyn 99 is still copaganda. it presents an ideal to make the audience believe that every soldier/cop is good-intentioned.

Sabra’s name in the comics is Ruth. she is still the same character, just without the suit. it’s like if they introduced a character named Wade Wilson & said “he’s not Deadpool in this film” okay well he will be in future films, or else you would’ve named him something else
they’re not even being subtle about it, they will make her Sabra in a future film once the American public loses interest in the genocide. this movie is just to introduce her & make you like the character before then. and let’s not pretend the actress playing her isn’t israeli either, because she is.
