At the very least, housing should not be allowed to be privately rented for profit. I have no idea why anyone would disagree. I assume the people who disagree with this are not in a position to understand the deep-rooted issues that come along with property ownership.
On the UK, we have a scheme where anyone can buy their public housing. This is a scheme that was brought in on the 70s and 80s. It meant people could buy their government housing for a massively discounted price. The government never replaced these houses that were bought. We now have an issue 40 years later where those former publicly owned houses are being used by private landlords to overcharge people on rent and refuse to house the most vulnerable. Private landlords will often refuse to house people on welfare because they do not trust them. This then leads to homelessness.

Your making the assumption that these people are getting paid from direct deposit or checks, some jobs people do get paid in cash. And for a bank account you can use a correspondence address.
