IMO Wayne is inconsistent as a lyricist, he has his moments but on an average he isn't anything mindblowing imo.. during certain eras he could say anything and it would sound dope bc of his voice.

If you’re knocking him for not having those records on his albums then sure I guess but they were released, and he has more than enough rap records released that highlight how special he is as a rapper
It’s selection bias at this point.
I see what you saying, but he still needs a project that people can refer to in order to get the praise you talking about. Otherwise he will always be viewed the way he is now
