I don’t think spurs/levi will want to pay Kane type wages for someone who don’t have the same output as Kane. Also manU will probably be hoping to get at least 40 back from Sancho and that makes his market more difficult.
Only option I see possible is hoping he picks up form and keep him or just negotiate and buy him out his contract
