Only commercially, quality and content wise he doesn’t deserve that spot. Check his “best album”,MMLP literally has only 3 serious songs, bro knew how to rhyme, had a dope flow and great delivery but his subject matter was atrocious, how the f*** can you put a guy that mostly talked about raping his mother, hurting women, horrorocre and outdated pop culture references above some of the best poets and lyricists of all time. Also his output post TES is completely garbage musically
Im a Ye fan but Nas is more of an elite and better rapper than him, Drake, and pac .
Greatness has to deal with longevity, accolades, influence and impact so I guess I can see why Ye def top 10.
Nas def got a case over Drake, Em and Big. Illmatic is better than anything these artists have done except arguably Ready to Die.
With that said, I'd take Ye, DOOM, Andre 3K, Jay, and Pac over him.

I didn’t say it didn’t matter, I said you’re putting too much stock in it. Nas legacy is greater than Wayne’s, Wayne’s legacy is actually kind of fading at this point, despite how influential he was, most of his music isn’t available to the masses and will be forgotten if they don’t get them on streaming soon.
