for companies possible expansion, new product, demand for labor etc...This relies on the assumption that corporations will have an innate desire to do what it right for their employees with that money. That is always going to be in direct conflict with what is right for company "progress", per op's definition, especially when CEO pay and bonuses are so heavily intertwined with stock earnings.

Because companies should be incentivized to promote growth and to be innovative. Raising the tax rate or having a high tax rate just forces them to play tax chess to get out of paying that $$$ to the government which doesn’t benefit anybody. Would be far better off with a carbon tax instead.
