Is it possible to lose fat on my stomach and get bigger arms? I run treadmill every second day (like 4km in 30 mins) and do core/arm exercises everyday but only got dumbbells. Not sure if I should be eating at a surplus to build muscle or a deficit to lose the fat, but I been eating more eggs and tuna lately. I don't count calories though and don't even know how much I weigh (I'm 5 foot 8, I suspect about 85KG)

You can't lose fat in one specific place. That's called spot reduction and it's bullshit.
If you're new to lifting you could try a recomp. Eat at your maintenance caloric intake. You're not going to see crazy gains but you should see some if you're eating enough protein.

Not sure about my caloric intake, before lockdown I would have a cup of coffee and a sandwich/yogurt and muesli in the morning and that's it until supper but I still have lots of fat on my stomach and legs. Been upping it lately, 3 scrambled eggs almost everyday and more meals spread through the day focused on protein and carbs. Don't know if I'm doing enough exercise to put this to use or its just going to keep me here/make me fatter
Already lost weight around my waist, none of my pants fit me even with the last loop on my belt. My tummy needs to shrink though, would be content with my body if I had visible abs or at least a thin tummy

Like the other guy said, you cannot target specific spots.
People take on weight differently and you drop them differently too, there's more things to it like better spots for the body to deposit fat like stomachs rather than face but genetics can play a role too.
Take a picture of yourself for progress and go lose some weight, over time you will lose fat but you probably lose the stomach fat late.
You shouldn't go for surplus if you are trying to lose weight, you will gain muscle but fat as well, it's more likely that you will lose motivation. And perhaps try looking into tracking your calories just to get a idea of your intake because it's easy to overestimate.

i feel sore all over so that’s a good sign I’m working most of the muscle groups
Now I don’t feel like so much of a fatass eating like a pig during quarantine
Already had a treadmill at home so my cardio is covered and just got an adjustable dumbbell set and a reclining bench setup in my garage with my Alexa plugged in for music
