Whatever you want to call it, it does work a certain percentage of the time. Some girls will be receptive some wont. The problem is that 'pickup' is generlaly frowned upon

It depends on the situation, but if you do approach and converse for a bit you can tell whether she's open to continuing or not. There's nothing wrong with saying hello & small talk.
