But if a girl acknowledges you. You can definitely say hi to her, and make some small talk. You have to gauge her reaction if the convos dry and she's not into you "It was nice meeting you, I'm gonna go do my thing now. Enjoy the rest of your day" if you guys are vibing ask her for her number & try to set up a date. If it's someone you see often you can build rapport with small talk and it might lead to something or not, who cares.

I was in a bookstore once and a really cute girl caught my attention. I observed her for a while and a distance. I grab a piece of paper and wrote my name and number on it.
