We don't catch people. We get notices from NBC/Disney/ETC that someone downloaded something on an IP that we own. We just have to go through our logs and see who that IP was leased out too during that time. We just have to forward them that notice.

I've had a customer who got like 10 notices in a 2 day period.

I don't know much about what VPN company is the best, I would just look for the ones that don't log your traffic. You could technically build your own VPN using AWS or some other online hosting solution.
